Dear family, I am so sorry for your loss..I just saw Jesse recently at the Post Office. He was a friend to my father, Dr. Dan Baugh. They enjoyed some laughs together, and fishing stories! My deepest sympathies to you all, Janie Baugh

Jesse Carter was a great police officer and a legend when I was growing up. Jesse and Frank were larger than life to me before I entered law enforcement, and it was in seeing upstanding men like Jesse in my community, as I worked at Bill's Supermarket, that inspired me to pursue a career in law enforcement. I was privileged to work with Chief Carter after transferring back to Area 22 and will always remember him fondly. My prayers go out to his family and I thank them for sharing him with our community!

As an investigator I worked with Jesse on many occasions. He was a leader in the Lunenburg and Southside Virginia law enforcement community. He was a friend to the Virginia State Police and more importantly, a friend to me. I consider it a privilege to have known and worked with him. My prayers go out to the family.
